The Evansville Regional Economic Partnership (E-REP) is passionate about building a stronger Evansville Region. The Economic Development Manager serves on the economic development team and proactively engages with companies to create a business environment conducive to attraction, growth, and expansion. The Economic Development Manager is a strong communicator in writing and public speaking, enjoys networking while building relationships, prioritizes under deadline pressure and responds to requests from stakeholders.
This position is a collaborator across key functions of E-REP including the membership team and possesses the ability to think creatively and strategically. Duties require the use of tact, strict confidentiality in the handling of sensitive information, excellent customer service, attention to detail and follow-through. This position will require travel throughout the Evansville Region and is able to work independently.
A successful Economic Development Manager connects the value proposition of both E-REP and the Evansville Region with prospective and existing businesses. The Director of Economic Development’s everyday actions will exemplify the guiding principles of E-REP. The position operates regionally, commits to equitable prosperity, keeps small business front and center, leverages the unique value of both the public and private sectors in delivering success, and advances regional prosperity and global relevance.
Scope of Work
The role and responsibilities of the position will include but not be limited to the following:
- Execute activities in support of generating new business development leads and the growth of business in the Evansville Region.
- Research, analyze, interpret and prepare studies and reports on a variety of economic and demographic data, including labor market trends and other regional economic planning issues.
- Promote retention and expansion of business and industry within the Evansville Region by developing and maintaining a cooperative working relationship with existing businesses.
- Ensure timely, thorough, and thoughtful responses to inquiries from site selectors, developers, or businesses looking to locate or expand in the Evansville Region.
- Work with E-REP leadership and the Communications team to formulate and implement marketing and business attraction strategies conducive to the message and branding of E-REP.
- Provide project management direction and oversight.
- Identify and recruit likely business prospects and respond to new business inquiries.
- Develop and maintain project tracking and management systems to keep assigned projects on schedule, ensure compliance with any applicable regulations and support successful outcomes.
- Maintain an inventory of available sites/buildings and aggressively market suitable sites to such business prospects.
- Assist with negotiation and the management of professional service contracts, property sales or acquisition, and economic development-oriented negotiations, as assigned.
- Maintain and develop contacts with landowners, developers, site consultants, realtors, entrepreneurs, government officials, private industry representatives, chambers of commerce, and economic development related organizations and agencies.
- Promote the creation of job opportunities and private capital investment.
- Maintain a liaison with various local, state, and federal agencies, coordinating projects with agencies as deemed necessary and appropriate.
- Oversee the processing and reviewing all economic development incentive applications.
- Prepare prospect proposals, provide information to site consultants and coordinate with the local economic development offices.
- Coordinate with the local resource partners on matters such as workforce development, small business initiatives, financing, business expansion and more.
- Lead tax phase-in process and administer tax phase-in compliance.
- Support Elected Official Council and Economic Development Professional Council activities through developing content and maintaining data and research to be shared.
- Serve as a member of economic development groups or task force that promote economic and community development at the local, State or Federal level, as deemed necessary or appropriate
- Support Tri-State Manufacturing Alliance.
- Support Evansville Industrial Foundation.
- Support the E-REP Impact Foundation.
- Maintain and work within an annual budget as presented by the Chief Financial Officer and the Chief Economic Development Officer, that contribute to the overall success of EREP.
- Provide technical assistance to other team members in the administration of grants and the development and implementation of economic and community development projects.
- Maintain a working knowledge of all activities and offerings within E-REP.
- Ensure the ongoing maintenance of the Economic Development dashboard, and other ongoing reporting.
- Support E-REP’s strategic goals to meet objectives and increase economic development opportunities.
- Works closely with E-REP leadership and team members in shared activities including membership, events, marketing and communications, talent, small business development, and quality of place efforts including regional downtowns.
- Serves as a member of various staff committees, regional boards, or governmental committees as assigned.
- Attend evening meetings and weekend events as required.
- Perform other related job duties as assigned.
Key Qualifications and Personal Attributes:
Education and Skills:
- Bachelor’s degree in economic development, urban planning, public administration, marketing, finance or a related field with five (5) years’ experience in economic or community development, business assistance, commercial development, and/or business retention programs; or an equivalent combination of education, training and experience.
- Considerable knowledge of business development, community, and economic development.
- Understands business implications of decisions; displays orientation to profitability; demonstrates knowledge of market and competition; aligns work with strategic goals.
- Working knowledge of municipal zoning and infrastructure, and planning programs and processes.
- Ability to establish working relationships with other organizations and economic development practitioners.
- Ability to prepare and analyze reports and data, and have skill in the operation of necessary tools and equipment, i.e. computer, word processing, spreadsheet software, and general office equipment (telephone, fax, copier, calculator, etc.

- Computer Skills – To perform this job successfully, an individual must be able to effectively use multiple databases to manage sales and membership accounts. Proficient use of Microsoft Office Suite required. Proficiency of CRM database tools will be required.
